Management of the Rural Development Programme

The Rural Development Programmes (RDPS) are recorded to the extent 19.2 of the LEADER Programme of the European Union. Its objective is to promote the economic and social development of the Mountain of Navarra, through the funding of projects that improve public services as well as the local infrastructure, and strengthen the business , in order to attract and consolidate the population (especially young people) in rural areas, thus contributing to the survival of the rural world.
The PDR is jointly funded by the Government of Navarra and the European Union, through the Funds for Rural Development EAFRD.
As a Local Action Group of the Mountains of Navarre, and since 1991 we manage the implementation of the Programmes of Rural Development in the Mountains of Navarre. The management of the Rural Development Programme involves:
- The definition of the strategy of the Program, that is to say, of the objectives and lines of action.
- The publication of the calls.
- The technical and financial management of the projects that are presented.
Today, the PDR continues to be the main financial instrument to boost the Mountains of Navarre, and their management through our Partnership ensures the attention and the equality of equality of opportunity between those who apply for aid, to come from the private or public sector; the quality of the projects presented, the attention to cases of the regions of the Mountains of Navarre, and the efficiency of the management of the technical and financial resources.

Strategy of community-led Local Development 2014-2020: EDLP Cederna Garalur 2014-2020
For the period 2014-2020, our Association has developed a new program of rural development through a participatory process of two years, in which they were involved, all of the agents of social, economic and political of the Mountain of Navarre: public entities lcoales, companies, associations, or citizenship.
The “Strategy of community-led Local Development” or EDLP Cederna Garalur 2014-2020 was approved by the Government of Navarre in 2015, and has a financial envelope of nearly 6 million Euros.
The objectives of the EDLP 2014-2020 are:
- The creation of employment in the traditional sectors such as agriculture, ranching, or forestry, as well as the support entrepreneurship and SMES for the diversification of its activity, through training and innovation.
- The efficient use of natural resources, through the recovery, maintenance, preservation and enhancement, and sustainable use of the historical-artistic heritage, cultural, architectural, and environmental of the Mountains of Navarre.
- The improvement of public services and the quality of life of the population, with special attention to the most disadvantaged groups or at risk of exclusion.
These three objectives are developed through 61 measures grouped into 5 areas of action:
- Maintenance and consolidation of the population, through the development of services that improve the quality of life in rural areas and to prevent the depopulation.
- Development of the primary sector and forestry.
- Exploitation of efficient and sustainable natural resource, as well as cost-saving measures and energy efficiency.
- Development of the service sector, tourism and trade, and sustainable use and development of heritage
- Strengthening of the industrial sector and to support the creation and consolidation of companies.
